The governor, whose name is never revealed, finds himself in a difficult situation upon arriving in his new province. Colonel Huerta, a corrupt military leader, has taken control of the province and the governor quickly realizes that his life is in danger. To avoid being assassinated by Huerta, the governor decides to act as if he is weak and indecisive, hoping that Huerta will see him as no threat and leave him alone.
While he puts on this façade in public, the governor secretly dons the mask and cape of the legendary outlaw Zorro. He joins forces with the monk Francisco and the beautiful aristocrat Hortensia, who have been fighting against Huerta and his soldiers for some time. As Zorro, the governor is able to operate more freely and observe the goings-on of the corrupt regime in secret.
The trio's efforts to stop Huerta's corrupt rule are met with resistance at every turn. They face countless obstacles, including Huerta's soldiers, who are ruthless in their efforts to maintain their power. There are also traitors amongst the ranks of the governor's advisors, who are secretly working with Huerta to undermine his leadership.
Despite these challenges, Zorro and his allies are determined to bring freedom and justice to the people of the province. They carry out daring raids, forge alliances with other rebels, and always stay one step ahead of their enemies. In the end, their bravery and determination pay off, and they are able to topple the corrupt regime and bring peace to the province once again.
