The protagonist, Winner, initially joins the U.S. Air Force with a strong sense of duty and patriotism. However, as she navigates the complexities of military life and becomes involved in classified projects as an NSA contractor, she begins to witness unethical practices and abuses of power within the intelligence community.
Despite pressure from her superiors to keep quiet, Winner decides to speak out and expose the wrongdoing she has uncovered. In doing so, she becomes a target for retaliation and is ostracized by her colleagues. Along the way, Winner must grapple with the consequences of her actions and confront the harsh reality of the government's efforts to silence dissent.
As Winner's story unfolds, the film explores themes of loyalty, integrity, and the price of standing up for what is right in the face of adversity. Ultimately, Winner must decide whether the cost of her principles is worth the personal sacrifices she must make in order to speak truth to power.
