Not wanting to be caught by the police, Ned (Robert De Niro) and Jim (Sean Penn), two small-time crooks, escape from prison and end up in a small French town near the Canadian border. They are trying to figure out how to cross the border when they come up with the plan to pretend to be priests. They find themselves in possession of a priest's clothes and decide to improvise a cover story by posing as priests who are on a "special mission" from the Vatican.
As they arrive in the small town, they are quickly accepted by the local community, and they start to enjoy the perks of being seen as men of God. They also meet a variety of interesting characters, including a wealthy but lonely woman, a shopkeeper who is infatuated with the woman, and a strict local sheriff who is suspicious of their priestly ways.
The two convicts are planning to leave the next day, but things take a sudden turn when they discover that the man in the church they were supposed to meet to get their fake passports is dead, and his family is about to be evicted from their farm. Compelled by their newfound faith and compassion for the family, they decide to stay and help out. They even end up using their criminal skills to fix the farm and help the family.
The two men finally make their way to the border, but not before the sheriff sees through their disguise and chases them down. As they are about to get caught, the people they helped come to their rescue, pretending that the men are priests who have performed miracles. In the end, the two men make it to Canada and start a new life, with a newfound appreciation for the power of faith and community.
