In Universal Soldier III: Unfinished Business, Luc Devereaux and Veronica Roberts are still trying to expose and dismantle the Universal Soldier program. They come across information that leads them to a secret facility where the program is still active and where a new kind of Universal Soldier is being developed.
They end up getting caught in a hostage situation, which results in Veronica being falsely accused and hunted down as a fugitive. The two are forced to go on the run and hide out in remote locations while trying to evade the authorities and the Universal Soldiers.
Meanwhile, we also see the sinister plans of CIA Deputy Director Mentor and Dr. Walker, who are working together to create a new and improved Universal Soldier clone of Luc's late brother, Eric. They plan to use this new weapon to eliminate Luc and Veronica, who they view as threats to their program.
As Luc and Veronica continue their investigation and evade the authorities, they eventually stumble upon the facility where the Universal Soldier clones are being created. They face off against the powerful new clone of Eric, but ultimately succeed in shutting the program down for good.
Throughout the film, there are intense action sequences and high-stakes chase scenes, as well as some emotional moments between Luc and Veronica as they navigate their dangerous situation.
