The convict, William Garnett, is played by Forest Whitaker and the sheriff, Bill Agati, is played by Harvey Keitel. The film begins with Garnett being released from prison and trying to adjust to life on the outside. He meets with his parole officer, Emily Smith (played by Brenda Blethyn), who wants to help him stay on the right track.
However, Agati is determined to make sure that Garnett does not succeed. He was the deputy's partner and considered him a brother, so he sees Garnett's release as a personal attack. Agati harasses Garnett and tries to provoke him into breaking his parole so that he can send him back to prison.
Garnett tries to stay out of trouble and finds a job working at a car wash. He also reconnects with his former girlfriend, Teresa (played by Luis Guzmán), and tries to start a new life. However, Agati's harassment becomes more intense, and Garnett starts to worry that he will never be able to escape his past.
The tension between Garnett and Agati builds throughout the film, and there are several confrontations between the two men. Garnett begins to realize that he may need to take drastic action to protect himself and his loved ones.
