The film centers around Jo Harding, a passionate and dedicated tornado researcher who is obsessed with getting close to the heart of a tornado with a device known as Dorothy, which will capture data about the tornado's behavior. Bill, her estranged husband, is a respected weatherman in the midst of a divorce from Jo.
