Tom Thumb is a young boy born to a poor family in the English countryside. He is no bigger than his father's thumb, hence his name. Despite his size, Tom proves to be brave and resourceful, using his wit and intelligence to outsmart a hungry cat and a giant ghost.
One day, Tom's father, Jonathan, is forced to sell him to an evil couple who run a traveling carnival. The couple mistreats Tom and forces him to perform dangerous acts for their show. However, Tom befriends a princess named Gloriana, who is also a prisoner of the carnival. Together, they hatch a plan to escape and return to their respective homes.
On their journey, Tom and Gloriana encounter the Forest Queen, a mystical woman who grants wishes to those who are pure of heart. Jonathan and his wife Anna, who have been searching for Tom, come across the Forest Queen as well and plead for her help. The Forest Queen agrees to grant their wishes, but warns them that there will be consequences.
Jonathan and Anna wish for Tom to be returned to them, while Gloriana wishes for her father, the king, to be freed from a curse. The wishes are granted, but the consequences come in the form of a violent storm that ravages the countryside. Tom and Gloriana work together to rescue Jonathan and Anna from the storm and restore peace to the land.
In the end, Tom returns to his family, but not before the Forest Queen reveals to him a future where he will grow up to be a great man and be loved by all.
