Tim and Eric receive a billion dollars to make a movie after impressing a wealthy businessman with their unconventional style of filmmaking. However, as they begin production, they quickly realize they have no idea how to make a movie of that scale. With the pressure mounting, they decide to take the money and run, hoping to make a quick profit and disappear.
Their plan involves taking over a dilapidated shopping mall and turning it into a profitable attraction. They hire a cast of eccentric characters to help run the mall, including a man with an unhealthy obsession with swords and a damaged man-child who is desperate for love. However, their plans quickly go awry as they encounter bizarre and dangerous situations, including a dangerous gang of mall rats and an enigmatic entrepreneur who wants to sabotage their project.
