Elliot Ness is a young, idealistic Treasury agent who is sent to Chicago during the Prohibition era to stop the rampant bootlegging and organized crime activities of Al Capone. Despite the fact that Capone is practically untouchable due to his powerful influence over the corrupt police force, Ness vows to bring him down.
After several unsuccessful attempts to arrest Capone, Ness realizes he needs help and seeks out the help of veteran police officer Jimmy Malone. Malone is hesitant at first, but ultimately agrees to join Ness's crusade.
Together with a small team of hand-picked agents, Ness and Malone begin a dangerous cat-and-mouse game with Capone's vast criminal empire. They face numerous challenges and setbacks along the way, including a traitorous informant and a violent ambush.
The tension comes to a head when Ness and his team uncover evidence that could finally put Capone away for good. However, Capone is not willing to go down without a fight, and the movie culminates in a thrilling shootout that leaves several characters dead.
In the end, Ness and his team emerge victorious, and Capone is finally brought to justice. Along the way, Ness learns valuable lessons about the true meaning of justice, loyalty, and sacrifice.
