The retired football player, Boomer Hayes (played by Ken Wahl), is initially believed to be the culprit behind the chemical spill and is taken into custody by the police. However, he manages to escape and soon discovers the true intentions of the fired police officers who are now posing as hazmat workers at the spill site.
