The tough detective in question is Buddy Manucci, played by Roy Scheider. He is a member of an elite unit within the NYPD known as the Seven-Ups (so named because they typically deal with cases involving sentences of seven years and up). When his partner is murdered while on the job, Buddy becomes obsessed with finding the killer and bringing them to justice.
As he investigates, he stumbles upon a larger conspiracy involving a group of criminals who are kidnapping mobsters for ransom. The group is led by a man named Tony, who is played by Richard Lynch.
