The Riot Act is a drama/mystery movie that tells the story of a quiet murder witnessed by only three people: a young woman, a store clerk, and a delivery boy. The victim is a well-known businessman in a small southern town in the 1900s. The local authorities are quick to dismiss the crime as a robbery gone wrong and close the case. However, the young woman, played by Lauren Sweetser, who was also the victim's daughter, is convinced that the murderer is still at large and will strike again.
Together with the delivery boy and a stranger who claims to be a detective named Peter Thompson, the young woman decides to take matters into her own hands and investigates the crime on her own. As they dig deeper, they uncover several hidden secrets and motives for the murder, including jealousy, betrayal, and greed. However, they are unable to find any conclusive evidence to prove their theories.
