Peter Miller, a freelance journalist living in Hamburg, Germany, is given the diary of a Jewish Holocaust survivor who recently committed suicide. The diary contains information about the concentration camps and the role of an SS-Captain, Eduard Roschmann, in the deaths of thousands of Jews.

Miller becomes obsessed with finding Roschmann, who is rumored to be in hiding in South America. Miller enlists the help of an elderly Jewish Nazi hunter, Simon Wiesenthal, and begins traveling to different parts of Europe to track down the former SS-Captain.
