Danny Roman (played by Samuel L. Jackson) is a highly skilled hostage negotiator with the Chicago Police Department. When his partner is murdered and he is framed for the crime, Roman realizes that he has become embroiled in a complex and dangerous conspiracy. Despite his protests of innocence, he is pursued by the police and forced to take hostages in a desperate bid to clear his name.
The hostages include fellow police officers, as well as members of the Internal Affairs Department who may hold key evidence to the conspiracy against him. Roman demands that Lieutenant Chris Sabian (played by Kevin Spacey), a top negotiator from a neighboring precinct, be brought in to handle the crisis. Sabian agrees to help, but soon finds himself caught between the demands of his superiors and his growing sympathy for Roman's plight.
