In the movie, Lt. Frank Drebin, played by Leslie Nielsen, is recalled from retirement to investigate a plot by the energy industry to suppress a new invention called "Eco-15," which could revolutionize energy production and make traditional fuels obsolete. The mastermind behind the plot is energy lobbyist Quentin Hapsburg, played by Robert Goulet, who has his sights set on becoming the next President of the United States.
As Drebin investigates the case, he is reunited with his former lover and environmental activist, Jane Spencer, played by Priscilla Presley. Together, they uncover a web of corruption and conspiracy that implicates some of the most powerful people in the country, including the President himself. Along the way, Drebin engages in his trademark slapstick humor and ridiculous antics, including disguising himself as a bagpipe player, hiding in a condom vending machine, and accidentally causing a giant parade float to crash through a shopping mall.
In the end, Drebin and Jane are able to expose the conspiracy and bring the corrupt officials to justice, with Drebin even saving the President's life in the process. The movie ends with Drebin and Jane sharing a romantic moment, as Drebin once again retires from police work and returns to his old job as a hot dog vendor.
