Billie Jean Davy is a high school student living in Corpus Christi, Texas. One day, a group of local boys, including her brother Binx's friend, Billy, trash his scooter. When they refuse to pay for the damages, Billie Jean and her friends take matters into their own hands and confront the boys' father, Mike. During the confrontation, Mike sexually assaults Billie Jean, leading them to run away.

As they flee, Billie Jean becomes an unexpected symbol of rebellion and justice, with a growing following of teens inspired by her fight. They make their way across Texas, gaining more attention and support along the way, even appearing on national television. However, the situation becomes more dangerous as the authorities and the media turn against them.
