Erroll Babbage (Richard Gere) is a veteran parole officer who is known for his intense and unyielding approach to tracking convicted sex offenders. His methods have come under scrutiny from his superiors, as he often goes beyond the limits of standard protocol to get results.
When he is paired with a new partner, Allison Lowry (Claire Danes), he is initially resistant to her presence. However, as they work together to track the movements of a recently released convict, Harriet Wells (Kristina Sisco), they begin to develop a grudging respect for each other.
As they investigate Harriet's past and present, they uncover a disturbing underworld of sado-masochistic activity. Their search for a missing local girl, Viola Frye (Kadee Strickland), leads them into increasingly dangerous territory, as they confront both the seedy individuals who populate this subculture and their own personal demons.
Through it all, Babbage is relentless in his pursuit of justice, driven by his own troubled past and a desire to prevent future harm to innocent victims. As the tension mounts and the clock ticks down, he and Lowry must race against time to find Viola before it's too late.
