Dr Jake Terrell is a researcher at a marine biology institute, where he has been training two dolphins, Alpha and Beta, to communicate using a complex computer program. After years of hard work, he finally achieves a breakthrough when the dolphins begin to understand and respond to his spoken commands.
However, his joy is short-lived when a group of outsiders break into the facility and steal the dolphins, taking them to a remote location where they plan to use them in an assassination attempt on the President of the United States.
