After the car accident, Charlotte (played by actress Nicollette Sheridan) finds herself in a surreal realm where she is without a physical form, but still has her sense of self and a drive to complete her unfinished business. There, she meets another spirit named Joe (played by actor Bart Johnson), who she realizes is the very same real estate developer she had been intending to interview.
As the two explore their surroundings, Joe initially shows little remorse for his actions, and tries to convince Charlotte that his development will ultimately benefit the town. However, Charlotte's persistence and unwavering spirit begin to chip away at Joe's exterior, and he slowly opens up about the insecurities that led him to pursue such a self-serving project.
Meanwhile, back in the physical world, Charlotte's family is grappling with the aftermath of her accident and the possibility of losing her. Her husband begins to connect the dots between her disappearance and the looming land deal, and starts to take action, but faces pushback from those invested in the development.
As the days tick down to the town council vote, Charlotte and Joe must not only navigate their own journeys of self-reflection and growth, but also find a way to communicate with the living and make their voice heard. The film ends on a hopeful note, with Charlotte's family and the town ultimately coming together to reject the development and honor Charlotte's legacy as a champion of truth and justice.
