As the Turtles continue to adapt to life in the city, they discover that the crime syndicate they are facing is led by their arch-nemesis, Shredder, who has returned with a plan to take over New York City. The Turtles enlist the help of skilled vigilante Casey Jones to take down Shredder and his minions.
However, their fight becomes much more complicated when they encounter a group of mutant teenagers who have been created by the same ooze that transformed the Turtles. The new mutants have been abandoned by society and are forced to join forces with Shredder to survive.
The Turtles must navigate the complexities of their newfound fame and friendships while also battling an army of powerful mutants and the forces of evil. With the fate of New York City hanging in the balance, the Turtles must rely on their training, their wits, and their ninja skills to save the day.
