The movie starts with the turtles, Leonardo, Donatello, Michelangelo, and Raphael, rescuing April O'Neil, a news reporter, from a gang of thugs. During the rescue, the turtles accidentally leave behind a canister of ooze.
The Shredder, the turtles' arch-nemesis, finds the canister and plans to use it to create a new breed of mutants to take over the city. He enlists the help of a scientist, Dr. Perry, to recreate the process that created the turtles.
The turtles soon discover that Shredder has the canister, and they embark on a mission to get it back. Along the way, they are aided by their human friends, April and her cameraman, Vern Fenwick.
The turtles also encounter a new mutant, Tokka, a massive snapping turtle, and Rahzar, a wolf-like creature. The mutants were created by Shredder and Dr. Perry using the ooze.
As the turtles and Shredder battle for the canister, they also face off against Tokka and Rahzar. In the end, the turtles manage to defeat the mutants, and Shredder is defeated once again.
The movie ends with the canister of ooze being safely stored away and the turtles chilling out with their human friends, enjoying some pizza.
