Tyler Wilson is a tough New York cop who practices martial arts in his spare time. When the DEA loses three of its top agents to the notorious crime boss Mr. Li, they are forced to bring Wilson in to help bring him down. Li is headquartered in Toronto, so Wilson must travel there and team up with a Canadian vice cop named Michael Reeds. Together, they must infiltrate Li's gang and gather evidence to take him down.
To do this, Wilson and Reeds decide to enter a martial arts tournament that Li is known to attend. The tournament attracts high-level martial artists from all over the world, and Li is always on the lookout for new talent to recruit into his gang. Wilson and Reeds believe that if they can win the tournament and impress Li, they may be able to gain his trust and get closer to uncovering his criminal activities.
As they prepare for the tournament, Wilson and Reeds train together and develop a friendship. Wilson is impressed by Reeds' dedication to the job, despite the risks that come with being a vice cop. Reeds, in turn, is intrigued by Wilson's no-nonsense, tough-guy attitude and his impressive martial arts skills.
The tournament proves to be a challenge for Wilson and Reeds, as they face off against some of the toughest opponents in the world. Li is in attendance, watching their every move and sizing them up as potential recruits. As they get closer to Li, Wilson and Reeds discover just how deep his criminal empire goes, and the danger they are in becomes more and more real.
In the end, Wilson and Reeds must use all of their martial arts skills and street smarts to take down Li and his gang, and bring them to justice for the deaths of the DEA agents. The film is full of thrilling fight scenes, intense drama, and a strong message about the importance of teamwork and loyalty.
