The movie takes place in a dystopian future where Los Angeles has been submerged underwater following a massive earthquake. The remaining land has become a hotbed of crime and violence, with gangs ruling the streets.
After the death of her grandson at the hands of the Surf Nazis, a gang of beachgoers who worship Adolf Hitler and wreak havoc on the beachfront, the grandmother known only as "The Mama" (played by actress Gail Neely) sets out to exact revenge.
Though she initially seeks help from the police, who are ineffective and corrupt, she is ultimately forced to take matters into her own hands. Donning a bulletproof vest and arming herself with a handgun, she sets out to hunt down the Surf Nazis and make them pay for her grandson's death.
Along the way, she forms alliances with other groups and individuals who have also been victimized by the Surf Nazis, including a group of Latino rebels and a young man named Leroy who becomes her protégé.
The film is known for its over-the-top violence and campy humor, as well as its depiction of a gritty, post-apocalyptic world. Despite its low budget and somewhat cheesy premise, it has gained a cult following over the years and is regarded as a classic of the "so bad it's good" genre.
