The navy pilot in question is Lieutenant Commander Ryan Mitchell, played by actor Lance Henriksen. He is disgruntled with his government and uses his skills to steal a state-of-the-art stealth fighter jet, the X-77, from a United States Air Force base.
Mitchell doesn't intend to use the plane for personal gain, but rather as a way to make a statement about the wrongdoings of the government. He becomes a mercenary, targeting military installations around the world to expose their flaws and weaknesses.
The film's primary conflict arises when Mitchell's own government declares him a traitor and sends Colonel Lindsay Delaney, played by Allison J. Hossack, to track him down and bring him to justice.
As the story progresses, Mitchell becomes increasingly unstable and begins to take more extreme measures to get his message across. Delaney must navigate a dangerous game of cat and mouse as she tries to stop him before it's too late.
