Steelhead, played by Jackie Chan, is a hardworking and honest Chinese immigrant who comes to Japan in search of a better life. However, his hopes are soon dashed as he struggles to make ends meet and is ostracized by the Japanese people due to his status as an illegal immigrant.
Desperate for a way to support himself and his fellow Chinese immigrants, Steelhead becomes involved in the black market trade, selling items such as fake passports and stolen goods. Eventually, he gains the attention of the powerful Yakuza crime boss, Eguchi, after he helps Eguchi’s protégé, Jie, escape from a rival gang.
Impressed by Steelhead’s loyalty and resourcefulness, Eguchi takes him under his wing and begins training him in the ways of the Yakuza. Steelhead quickly rises through the ranks, becoming a powerful player in the Shinjuku district’s criminal underworld.
However, Steelhead’s newfound power and riches come with a heavy price, as he is forced to betray his own people and commit unspeakable acts of violence in order to maintain his position. As his criminal empire begins to crumble around him, Steelhead is faced with a difficult choice: stay true to his roots and risk everything, or continue down his current path at the cost of his soul.
