Bobby Bishop, played by Charlie Sheen, is a political insider who finds himself embroiled in a deadly conspiracy at the highest levels of government. After his friend, the esteemed professor and former Soviet scientist Yuri Pochenko (played by Donald Sutherland), is assassinated in broad daylight, Bishop becomes the only person alive who knows about an impending coup d'état in the White House.
Bishop is immediately targeted by the conspirators - a shadowy cabal of powerful men with the backing of the military-industrial complex - who will go to any lengths to silence him. Bishop is forced to go on the run, with the help of a few trusted allies, including his lover Amanda Givens (played by Linda Hamilton) who works in the White House, and his former boss and mentor, Lt. Col. North (played by Sam Waterston).
As Bishop races against time to thwart the plot and expose the conspirators, he discovers that the situation is far more complicated than he could have ever imagined. He is forced to constantly reassess his loyalties, as friends become enemies and enemies become allies in a deadly game of deception and betrayal.
