The cop, Aditya (played by Shreyas Talpade), is determined to bring down the racket and his childhood friend Apurva (played by Aftab Shivdasani), who is the leader of the Setters gang. Apurva believes that the scams he orchestrates are a victimless crime and merely a means to an end for underprivileged students to secure a better future.
As Apurva and his team of Setters traverse through different cities, including Benares, Jaipur, Mumbai and Delhi, to execute their scams, Aditya follows their trail. In the process, he discovers a deep-rooted corruption in the education system, where even the officials are willing to turn a blind eye for a price.
Setters also explores the personal conflicts faced by both Aditya and Apurva, as their friendship is tested by their conflicting ideologies and loyalties. The film features an ensemble cast with veteran actors such as Pavan Malhotra, Vijay Raaz, and Jameel Khan, along with newer talents such as Ishita Dutta and Sonnalli Seygall.
