Once the Scooby gang arrives in Veracruz, they meet up with Fred's friend Alejo Otero, who is an archeologist. Alejo takes them to explore ancient ruins and also introduces them to his family, who are the owners of a resort. However, the tranquility of their vacation is short-lived when the town starts experiencing attacks from the El Chupacabra monster.
Fred, Daphne, Velma, Shaggy, and Scooby take it upon themselves to investigate the strange occurrences. They realize that plenty of people in town are suspicious and might have something to do with the monster's appearance. Along the way, they encounter even more monsters, including giant rats and skeletons, as they try to find out what El Chupacabra really is.
Through their investigation, the gang discovers that the monster is nothing but a cover-up for a money-making scheme. A group of people is using the El Chupacabra legend to scare away tourists and then collect the lost valuables they leave behind. The Scooby gang foils the plan, with Shaggy, Scooby, and Alejo's cook, who is also a wrestler, triumphantly taking down the monster in the end.
Throughout the movie, there is plenty of humor, colorful animation, and an interesting exploration of Mexican culture, including music, wrestling, and food.
