In Scanners II: The New Order, the protagonist, a young scanner named David Kellum, discovers the plot orchestrated by a group of renegade scanners who have infiltrated the city government. These scanners are manipulating politicians and officials to further their own agenda of seizing control and using their psychic powers for nefarious purposes.
As David delves deeper into the conspiracy, he realizes that the renegade scanners have also recruited other scanners to join their cause, luring them with promises of power and influence. David must team up with a group of fellow scanners, including a rebellious hacker named Alice, to thwart the renegade scanners before it's too late.
The stakes are high as the renegade scanners are willing to use any means necessary to achieve their goals, leading to intense showdowns and psychic battles between David and his adversaries. As the city teeters on the brink of chaos, David must use all of his powers to uncover the truth and put a stop to the evil scanners' plans before they come to fruition.
