Mark Kaminsky, played by Arnold Schwarzenegger, was once a top-notch FBI agent but got kicked out due to his rough and violent methods. After working odd jobs, he ends up becoming the sheriff of a small town in North Carolina. One day, FBI Chief Harry Shannon, played by Darren McGavin, approaches Kaminsky with an offer he cannot refuse. Shannon's son is killed by a mobster named Luigi Patrovina, played by the late Sam Wanamaker, and Harry wants revenge. He offers Kaminsky a chance to be reinstated into the FBI if he goes undercover to take down Patrovina.
Kaminsky accepts the offer and fakes his own death to join Patrovina's gang. Kaminsky soon becomes one of Patrovina's trusted men, and even helps the gang boss to take over the local crime syndicates. Still, Kaminsky's ultimate goal is to get enough evidence to bring down Patrovina and avenge Harry Shannon's son. While undercover, Kaminsky meets a beautiful lounge singer named Monique, played by Kathryn Harrold, and the two fall in love.
As Kaminsky gets deeper and deeper into Patrovina's world, he starts to question his own morality. He feels guilty for his violent past and is conflicted about working for the FBI, an organization he sees as corrupt and politically motivated. However, his sense of justice and loyalty to his new love and Harry Shannon keep him focused on the mission.
The movie culminates in a tense and action-packed final showdown between Kaminsky and Patrovina's gang. Kaminsky manages to bring down Patrovina and his men, but not before losing his newfound love and nearly losing his own life.
In the end, Kaminsky gets reinstated into the FBI and receives recognition for his bravery. However, he leaves the agency and returns to his small-town life, realizing that he wants to start over and live a more peaceful existence.
