In Rampage: Capital Punishment, the man who takes over a TV station is Bill Williamson, a former soldier with a grudge against the government and the media. He uses the hostages to broadcast his message, which includes a call for ordinary people to rise up against the wealthy elite and the politicians who serve them.
As the standoff with the police continues, Bill engages in a series of violent acts that are designed to disrupt the status quo and shock people out of their complacency. He kills a number of high-profile figures, takes out entire newsrooms, and even stages a mock execution of one of his hostages.
