The film takes place in Berlin during the height of World War II, where a group of Nazi scientists led by Major Kraus are working on a secret project known as "Operation: Resurrection". Their goal is to create a serum that will bring dead soldiers back to life and use them as an unstoppable army to defeat the Allies.
One of the scientists assigned to the project is Andre Toulon, a talented puppeteer who has also secretly been working on his own project: creating living puppets that he can control with his mind. Toulon's wife is aware of his work and supports him, but she is also nervous about the dangers of being associated with the Nazi regime.
When Major Kraus becomes suspicious of Toulon's loyalty to the cause, he raids his home and kills Toulon's wife. Enraged and grieving, Toulon uses his skills and his living puppets to seek revenge against the Nazis and their cruel experiments.
With the help of a group of Allied spies and resistance fighters, Toulon and his puppets set out to sabotage the Nazi project and put an end to the horrors of "Operation: Resurrection". Along the way, they must also confront Kraus and his ruthless soldiers, who are determined to stop them at all costs.
