After the events of Psycho-Pass 3, Inspector Kei Mikhail Ignatov is now leading Unit One while still trying to find a way to free his wife, who is being held by an organization named Bifrost. Bifrost has been behind various incidents that have been occurring in the city, including the recent terrorist attack on the Public Safety Bureau tower.
Koichi Azusawa, a former Bureau officer turned Bifrost member, coordinates the attack on the tower using his hacker Obata. Azusawa locks down the building, setting up traps and hacking into the security cameras to prevent the authorities from intervening. He also kidnaps Inspector Arata Shindo, a member of Unit One who had been investigating Bifrost.
Azusawa demands that Governor Karina Komiya resign from her position, claiming that she has been collaborating with the Bureau and Bifrost. However, Kei and his team suspect that there may be more to Bifrost's plan than just political manipulation.
As Kei delves deeper into Bifrost's operations, he finds himself conflicted between his duty to the Bureau and his desire to save his wife. He must navigate a complex web of alliances and betrayals to uncover the truth behind Bifrost's agenda and stop their plans before it's too late.
