The movie begins with Commandant Lassard introducing his new program called Citizens on Patrol (COP), where citizens can partner with the police and help them in their fight against crime. A group of civilians, including a young boy named Kyle, a businessman named Tom, an elderly woman named Mrs. Feldman, and a skateboarding enthusiast named Arnie, volunteer for the program.
However, Captain Harris is skeptical of the program and tries to sabotage it at every turn. He assigns the COP members to mundane and pointless tasks, hoping to discourage them from participating. Meanwhile, an evil businessman named Vinnie has hatched a plan to rob a millionaire's mansion, and the COP members accidentally stumble upon the plot during their patrol.
With no other choice, the COP members decide to take matters into their own hands and stop the robbery. They use their unique skills and work together with the police to foil Vinnie's plan and apprehend him and his accomplices. As a result, the COP program is a success, and even Captain Harris comes around and goes on to join the program.
The movie ends with Commandant Lassard proudly announcing that COP will continue, and the audience sees a montage of the new members being trained, including a group of senior citizens with canes and walkers.
