Samuel Browne, the protagonist of Pavement, is a skilled tracker who lives a solitary life in the Alaskan wilderness. When he receives news of his sister's brutal murder in San Francisco, he is devastated and immediately sets out to find her killer.
Buckley Clarke, a police investigator who is assigned to the case, initially views Sam as an outsider and a hindrance to the investigation. However, as more murders occur and Sam's expertise proves valuable, the two reluctantly join forces to catch the culprit.
The police believe that the murders are the work of a lone serial killer who is choosing victims at random. However, Sam and Buckley soon discover a sinister pattern: all of the victims were connected to neonatal intensive care.
