Zephyr, or Z, is a former Marine Admiral who lost his family and comrades in an attack by the notorious pirate, Blackbeard. Blaming himself for their deaths, Z becomes disillusioned with the Marines and decides to take matters into his own hands by creating the Neo Marines, a group dedicated to destroying all pirates and their dreams of becoming King of Pirates.
When the Straw Hat Pirates encounter Z and his crew, they are caught off guard by his power and skill. Z has an arm made of Seastone, a substance that weakens Devil Fruit users, making him a formidable opponent. In addition, Z has two powerful subordinates, Ain and Binz, who assist him in battle.
During their clash, Nami, Robin, and Chopper are hit by Ain's Devil Fruit ability, turning them into children. Luffy, determined to defeat Z and save his friends, challenges him to a fight. However, Z has a hidden agenda, a plan to use a weapon called the Dyna Stones to cause a massive explosion that could potentially kill innocent people.
Luffy is ultimately able to defeat Z, but not before discovering his true intentions. Through their battle, Luffy teaches Z the importance of friendship and the value of protecting innocent lives. Z realizes the error of his ways and sacrifices himself to stop the explosion and save countless lives.
