Anatoli Yefremovich Novoseltsev is a shy and unassuming man who works as a statistician at a large government agency. His life is dull and routine, and he is generally content to keep his head down and do his work. However, things begin to change when his old friend Yuri Samokhvalov is appointed as an assistant director at the agency.
Samokhvalov is a brash and charismatic man who immediately sets out to shake things up at the agency.
