Detective Joe Garvey is a tough, no-nonsense cop who is called in to investigate the murder of a ballerina named Allison in the midst of a performance. When he arrives at Allison's apartment to break the news to her family, he discovers her younger sister Tinsel, who is precocious but not very forthcoming about what she knows.
Garvey quickly realizes that Tinsel is in danger, and places her in protective custody at an orphanage while he tries to track down her sister's killer. However, when Tinsel is attacked at the orphanage, Garvey realizes he has to take matters into his own hands to protect her.
As Garvey and Tinsel work to unravel the mystery surrounding Allison's murder, they attract the attention of a secret organization who will stop at nothing to keep their secrets safe. Garvey and Tinsel quickly find themselves on the run, with the detective using all his skills and resources to keep the girl safe and bring justice to her sister's killer.
Along the way, Garvey and Tinsel form a bond, with Garvey becoming a father figure to the young girl as they navigate the dangerous and unpredictable world of the secret organization.
