The local street-racer in question is Tobey Marshall, played by Aaron Paul, who owns his own garage and races muscle cars in his free time. He partners with Dino Brewster, played by Dominic Cooper, who offers to bankroll a project to modify and sell high-end sports cars. Tobey agrees, and Dino agrees to cover any losses and split the profits evenly.

However, things quickly go wrong when Tobey's friend Pete dies in a race against Dino, and Tobey is framed for the manslaughter and sent to prison. Two years later, he is released and seeks revenge on Dino, but learns that he has left town to compete in a prestigious underground race called the DeLeon.

Tobey decides to enter the race as well, hoping to beat Dino and clear his name in the process. He enlists the help of his team, including Julia Maddon, played by Imogen Potts, who works for Dino but switches sides after learning the truth.

The cross-country race is filled with all sorts of obstacles and challenges, including rival racers with their own agendas, police chases, and mechanical problems. In the end, Tobey and Dino face off in a final race, with Tobey coming out on top.

The film was criticized by some for its lack of character development and plot, but praised for its intense racing sequences and use of practical effects instead of CGI. It was also noted for its homages to classic car films such as Bullitt and Vanishing Point.
