The movie takes place in Champion City, a place where superheroes are commonplace. The most famous of them all is Captain Amazing, who has been capturing villains left and right. However, he has ended up putting most of them into an asylum or behind bars.
One villain in particular, Casanova Frankenstein, has recently been released from the asylum and starts causing havoc again. Captain Amazing manages to capture him quickly, but he soon realizes that he has no real villains left to fight. To combat this, he plans to release Casanova so that he can capture him again for the public's entertainment.
Casanova, however, has other plans and ends up killing Captain Amazing instead. This leaves Champion City vulnerable to his evil deeds, and the people are left helpless without their champion.
Enter Mr. Furious, the Shoveler, and the Blue Raja, three amateur superheroes who are inspired to step up their game and become real superheroes. They decide to form a team and rescue Captain Amazing from Casanova's clutches.
Along the way, they face other challenges such as finding new members for their team, learning to work together, and discovering their own unique powers. They also have to deal with Casanova's henchmen, including Disco Boy and the Spleen, a man with powerful flatulence.
The Mystery Men eventually succeed in rescuing Captain Amazing and defeating Casanova Frankenstein. In the end, they are celebrated as heroes by the people of Champion City, proving that even the average person can become a superhero.
