Gracie Hart, played by Sandra Bullock, is a brash and unpolished FBI agent who is more comfortable using force than femininity. When the FBI learns about The Citizen's threat to the Miss United States pageant, they realize that Gracie is the best candidate to go undercover and prevent the attack.
Despite her initial reluctance, Gracie agrees to undergo a complete transformation from a tomboy to a beauty queen. She is coached by pageant consultant Victor Melling, played by Michael Caine, who teaches her everything from walking in heels to proper etiquette and makeup application.
As Gracie gets deeper into the pageant world, she begins to see the contestants as more than just stereotypes and becomes friends with fellow competitor Cheryl, played by Heather Burns. She also develops a romantic interest in Eric Matthews, played by Benjamin Bratt, a fellow agent on the case.
As the pageant progresses, Gracie begins to suspect that there may be more to The Citizen's plan than just a bomb threat. With the help of Eric and Cheryl, Gracie uncovers a plot to assassinate the pageant's host, Stan Fields, played by William Shatner.
In a climactic finale, Gracie must navigate the chaos of the pageant to stop the assassination and thwart The Citizen's plan. She ultimately saves the day and reconciles with Eric, while also embracing her newfound confidence and femininity.
