Tom Steele and his partner Manning are retired black ops operatives and have been assigned to decommission an old prison. During this process, they are tasked with overseeing the arrival of two mysterious female prisoners, who are being transferred to the facility for unknown reasons. As they begin to settle in, a group of elite mercenaries led by a man named Carlson, storm the prison in an attempt to capture the new arrivals.
Steele and Manning find themselves in the middle of a dangerous situation, as they try to figure out the true identities and motives of the female prisoners. They soon discover that the women are actually high-level government agents, being targeted by Carlson and his team for the valuable information they possess.
