Elle Woods, played by Reese Witherspoon, ventures to Washington D.C. to fight for animal rights and pass a bill to ban animal testing. She takes a job with Congresswoman Victoria Rudd, who promises to help Elle with the bill. However, Elle quickly learns that the political scene in D.C. is much different than her experiences at Harvard Law School.

Elle faces many challenges as she tries to gain support for her bill, including dealing with the opposition from the makeup and cosmetic industry, as well as navigating the complicated inner workings of politics. Along the way, Elle enlists the help of her sorority sisters, who travel to D.C. to show their support for her cause.

When Elle realizes that she needs more than just support from Congresswoman Rudd to pass the bill, she turns to an unexpected ally: the building's doorman, who is an expert on the political scene in D.C. With his help and her determination, Elle finally gains enough support to pass the bill.
