Jin-Roh: The Wolf Brigade is a 1999 Japanese animated film directed by Hiroyuki Okiura. The film takes place in an alternate history Japan where a paramilitary organization called the Capital Police Organization (CAPO) has been created to combat terrorism. The story follows Kazuki Fuse, a member of the elite Special Unit of the CAPO known as the Kerberos Panzer Cops.

During a terrorist operation, Fuse hesitates to shoot a young girl wearing explosives, causing her to detonate and kill herself. This incident traumatized Fuse and led him to a downward spiral of guilt and regret. He is retrained and assigned to the Public Security Division's Special Unit, tasked to oversee the activity of the CAPO.

As Fuse struggles with his trauma, he meets Kei, the sister of the girl he failed to shoot. Despite their different backgrounds, they develop a connection and find solace in each other's company. However, their relationship becomes a point of contention in the ongoing power struggle between the Public Security Division and the CAPO, each seeking to gain more control over the other.
