Ray and Ken are sent to Bruges by their boss, Harry, after a botched hit in London. Harry tells them to lay low and await further instructions. Ray is a young and impulsive hit man who hates Bruges and is eager to leave, while Ken is more experienced and cultured, enjoying the city's beauty and history.
As they explore the city, they meet various characters such as a racist dwarf actor, a drug dealer, and a local girl named Chloë. Ray's guilt over the botched hit and his troubled past begin to weigh on him, leading him to drink heavily and contemplate suicide. Ken tries to help him through his emotional breakdown while also receiving phone calls from Harry about their next mission.
Eventually, Harry reveals that their new assignment is to kill a local Belgian named the "Elephant" for reasons unknown to them. Ken is disgusted by the idea of killing an innocent man and tries to dissuade Harry from carrying out the hit. Meanwhile, Ray meets and falls for Chloë, complicating their mission even further.
The final act of the film involves a series of violent confrontations, as Ray and Ken try to carry out their mission while also fighting their own inner demons. The film ends with a tragic twist that leaves the audience questioning the morality of the hit man lifestyle.
