In Hurricane Bianca: From Russia with Hate, Bianca Del Rio is enjoying her new role as teacher and friend to the students at Milford High School. However, her nemesis, Vice Principal Debbie Ward, is back and looking for revenge.
Debbie is released from jail and immediately begins plotting her revenge against Bianca. She comes up with a scheme to lure Bianca to Russia under the pretense of receiving a teaching award and cash prize. Once there, Bianca finds herself in the midst of a dangerous political climate.
Bianca discovers that Debbie has teamed up with a Russian gangster named Babushka. Together, they plan to blackmail Bianca into working for them while they use her teaching expertise to create propaganda for the Russian government.
Despite the danger, Bianca decides to stay and fight back. She teams up with a Russian journalist named Katya to expose Debbie and Babushka's plan and free herself from their grasp. Along the way, Bianca meets a group of LGBTQ+ students who are fighting for their rights in Russia and joins their cause.
In the end, Bianca emerges victorious, taking down Debbie and Babushka and helping the LGBTQ+ community in Russia. With her mission accomplished, Bianca leaves Russia, but not before sending a message to those who would try to oppress others: love always wins.
