Detective Frank Turner and his partner, Detective Lisa Martinez, are assigned to protect Dr. Maggie Dalton, a colleague of the late Dr. Devin Villiers. Dr. Dalton reveals to the detectives that she was a part of a top-secret experiment meant to create the ultimate national security weapon - an undetectable soldier who could infiltrate anywhere without being noticed.
The experiment involved injecting a serum into a veteran soldier, Michael Griffin, which resulted in his ability to turn invisible. However, the serum also had the unintended side effect of making Griffin dangerously violent and unstable.
Griffin, now known as the "Hollow Man," begins a rampage through the city, leaving a trail of destruction in his wake. With the help of Dr. Dalton, Turner and Martinez work to track down and stop Griffin before he can cause more harm.
As the team closes in on the Hollow Man, they realize that he has become even more dangerous and unstable than they could have imagined. With time running out, they must use every resource at their disposal to stop him before it's too late.
In the end, Turner and Martinez are able to defeat the Hollow Man, but not without casualties. The experiment's dark truth is exposed, and the government is forced to take responsibility for the disastrous consequences of their actions.
