Danny O'Brien is a tough-as-nails cop who has built a reputation for his relentless pursuit of justice. His latest foe is the psychotic Simon Moon, a serial killer who preys on young women. O'Brien is haunted by the memory of his last encounter with Simon, during which the killer managed to escape his clutches.
As Simon resumes his killing spree, O'Brien is brought out of retirement to once again take on The Terror. But this time, things are different. O'Brien has lost his edge and is struggling to control his own personal demons. Meanwhile, Simon seems to be one step ahead of him at every turn, leaving a trail of dead bodies in his wake.
As tensions escalate, O'Brien must dig deep to find the strength to take on his old nemesis and bring him to justice once and for all. But can he overcome his own weaknesses and rise to the challenge, or will Simon prove too much for him to handle? The clock is ticking as O'Brien races to track down the killer before he strikes again.
