Spoon (played by Tupac Shakur) and Stretch (played by Tim Roth) are two musicians living in Detroit who have been struggling with drug addiction. After their friend Cookie (played by Thandie Newton) overdoses and dies, Spoon and Stretch realize they need to get clean.
They decide to try to enroll in a government detox program, but they quickly realize that the system is broken. They are shuffled from one office to another, encountering unhelpful bureaucrats and endless paperwork. They are told they need to have a urine sample, but they can't produce one because they are no longer using drugs. They are told they need to have an address to enroll, but they are homeless.
Meanwhile, they are being pursued by drug dealers who they owe money to, and the police are on their tail after they are mistakenly identified as suspects in a shooting. As they try to navigate the system and escape their pursuers, they are constantly thwarted by the system's bureaucracy and corruption.
The film is a dark comedy that critiques the failures of the government's drug policy and the difficulties faced by addicts trying to get clean. It also explores themes of friendship, loyalty, and the struggle to stay sober in a world that seems designed to keep you down.
