In G.I. Joe: Retaliation, Cobra has infiltrated the highest levels of the United States government and uses this influence to frame the G.I. Joe team for stealing nuclear warheads from Pakistan. The President, believing this false evidence, orders the Joes' elimination. Duke, Roadblock, and a few other Joes survive the ensuing attack and go underground to clear their names and stop Cobra's plan to take over the world.
On their mission, the Joes discover that the US President is a disguised Zartan, a shapeshifting Cobra agent, who has been manipulating the government for his own gain. Along with the help of former Joe member, Snake Eyes, and his apprentice, Jinx, the Joes attempt to stop Zartan's plan to use a special weapon to destroy other world powers, giving Cobra complete control over the world.
The film features intense action scenes, including a battle on the side of a mountain and a fight between the Joes and Cobra ninjas using zip lines. It also includes appearances by iconic G.I. Joe characters such as Storm Shadow, Firefly, and the Baroness. The film concludes with the restoration of the Joes' reputation and a promise to continue their mission to protect the country.
